    Direct service to and from Hilo, Hawaii’s second largest city, was made possible by a common-fare
    plan among the airlines serving the state – three mainland carriers, United Airlines [Foreign Air Mail Route 30], Pan American [Foreign Air Mail Route
    14] and Northwest Airlines [Foreign Air Mail Route 95] and two inter-island airlines, Hawaiian Airlines and Aloha Airlines.
