This is an adorable otter fetish by Zuni artist Michael Coble.  He is laying on his back holding a fish.  He has carving to look like fur and claws. The fish has carved scales.
He and the fish have turquoise eyes.  The otter has a very sweet face.   He is signed  Michael Coble  Zuni NM.
To the Native Americans, an otter represents playfulness and balance.
